  1. Prepare the beef
    Pat the beef strips dry with paper towels. In a large bowl, toss the beef with cornstarch until evenly coated. This will help create a crispy exterior when fried.
  2. Fry the beef
    Heat vegetable oil in a large wok or skillet over high heat. When the oil is hot but not smoking, add the beef in batches, being careful not to overcrowd the pan. Fry until crispy and golden brown, about 2-3 minutes per batch. Transfer to a paper towel-lined plate to drain excess oil.
  3. Prepare the orange sauce
    In the same wok, reduce heat to medium. Add garlic and ginger, stir-frying for 30 seconds until fragrant. Add orange zest, orange juice, soy sauce, brown sugar, rice vinegar, sesame oil, and red pepper flakes. Bring to a simmer and cook for 3-4 minutes until the sauce begins to thicken.
  4. Combine and glaze
    Return the crispy beef to the wok and toss to coat in the sauce. Continue cooking for 1-2 minutes until the sauce has thickened and coats the beef evenly with a glossy glaze.
  5. Finish and serve
    Remove from heat and sprinkle with sliced green onions and toasted sesame seeds. Serve immediately over steamed rice for a complete meal. The beef should be crispy on the outside while tender inside, with a perfect balance of sweet, tangy, and spicy flavors.
