  1. Prepare the beef
    Place beef strips in a bowl and toss with 1 tablespoon soy sauce and 1 teaspoon cornstarch. Let marinate for 10 minutes while preparing other ingredients.
  2. Make the sauce
    In a small bowl, whisk together remaining soy sauce, oyster sauce, sesame oil, brown sugar, and red pepper flakes if using. Set aside.
  3. Cook the beef
    Heat 1 tablespoon oil in a large wok or skillet over high heat until smoking. Add beef in a single layer and cook without stirring for 1 minute. Then stir-fry for another 1-2 minutes until beef is browned but still slightly pink inside. Remove beef to a plate.
  4. Stir-fry vegetables
    In the same wok, add remaining tablespoon of oil. Add garlic and ginger, stir-fry for 30 seconds until fragrant. Add broccoli and carrots, stir-fry for 2 minutes. Add bell peppers and snow peas, continue stir-frying for another 2-3 minutes until vegetables are crisp-tender.
  5. Combine and finish
    Return beef and any accumulated juices to the wok. Pour the sauce over everything and stir-fry for 1-2 minutes until all ingredients are well coated and sauce has thickened slightly. If sauce is too thick, add 1-2 tablespoons of water.
  6. Serve
    Transfer to a serving platter, garnish with sliced green onions, and serve immediately with steamed rice.
