  1. Prepare the rice cakes
    In a microwave-safe bowl, mix glutinous rice flour with 3/4 cup water to form a smooth dough. Cover with plastic wrap and microwave for 2 minutes. Stir, then microwave for another 1 minute until the dough becomes translucent and sticky.
  2. Shape the injeolmi
    Allow the rice cake dough to cool slightly. Dust your hands with soybean powder and divide the dough into small pieces. Roll each piece into a small rectangle about 1 inch by 1/2 inch. Coat each piece generously with soybean powder and set aside.
  3. Prepare the shaved ice
    If using an ice shaver, follow the machine instructions to create finely shaved ice. If using crushed ice, process ice cubes in a blender until they reach a snow-like consistency. Pack the shaved ice firmly into serving bowls.
  4. Assemble the base
    Drizzle 3-4 tablespoons of sweetened condensed milk over each bowl of shaved ice. If using red bean paste, add a spoonful to the center of the ice.
  5. Add toppings
    Arrange the injeolmi rice cakes on top of the shaved ice. Sprinkle additional soybean powder over the entire dessert. Add chopped nuts and fresh fruit if desired.
  6. Finish and serve
    Drizzle honey over the top of the dessert. Serve immediately with a spoon and additional sweetened condensed milk on the side if desired.
