  1. Prepare the shaved ice
    Using an ice shaving machine or blender, finely shave the ice until it has a snow-like consistency. Place the shaved ice in the freezer to keep it cold while preparing other ingredients.
  2. Make the coffee mixture
    In a small bowl, mix the cooled strong brewed coffee with the instant coffee powder until completely dissolved. Add 2 tablespoons of sweetened condensed milk and stir well.
  3. Assemble the base
    Place the shaved ice in serving bowls, forming a mound. Drizzle half of the coffee mixture evenly over the shaved ice, allowing it to soak in.
  4. Add toppings
    Place a scoop of vanilla ice cream on top of each mound of shaved ice. Drizzle the remaining coffee mixture and coffee syrup over the ice cream.
  5. Finish with garnishes
    Top with whipped cream, chocolate syrup, crushed chocolate-covered coffee beans, and almond slivers. Serve immediately with a small pitcher of sweetened condensed milk on the side for additional sweetness if desired.
