  1. Prepare the milk mixture
    In a bowl, combine whole milk, sweetened condensed milk, and vanilla extract. Stir until well incorporated and set aside in the refrigerator to chill.
  2. Crush the Oreo cookies
    Place most of the Oreo cookies in a ziplock bag and crush them using a rolling pin until they form small chunks. Leave a few cookies whole for garnish.
  3. Prepare the shaved ice
    If using a shaved ice machine, follow the manufacturer's instructions to create fine, fluffy ice. If using a blender, pulse ice cubes until they reach a snow-like consistency. For milk-based shaved ice, freeze milk mixture in a shallow container and scrape with a fork to create flakes.
  4. Assemble the base
    In serving bowls, place the shaved ice as the base. Drizzle about half of the chilled milk mixture over the ice, allowing it to soak in slightly.
  5. Add toppings
    Sprinkle a generous amount of crushed Oreo cookies over the ice. Add a scoop of vanilla ice cream to the center of each bowl. Drizzle with chocolate syrup.
  6. Finish and garnish
    Top with whipped cream, remaining crushed Oreos, and mini chocolate chips. Stand a whole Oreo cookie on top as decoration. Drizzle with more sweetened condensed milk and chocolate syrup.
