  1. Prepare the beef
    In a large bowl, toss the sliced beef with cornstarch, salt, and pepper until evenly coated. Let it sit for 10 minutes to allow the cornstarch to adhere to the meat.
  2. Cook the beef
    Heat 2 tablespoons of vegetable oil in a large wok or skillet over high heat. Add the beef in batches, being careful not to overcrowd the pan. Cook for 2-3 minutes until crispy and browned. Remove beef and set aside on a paper towel-lined plate.
  3. Prepare the sauce base
    In the same wok, add remaining tablespoon of oil. Add garlic, ginger, and dried chilies. Stir-fry for 30 seconds until fragrant, being careful not to burn the garlic.
  4. Mix the sauce
    Add rice vinegar, soy sauce, hoisin sauce, and brown sugar to the wok. Stir continuously until the sugar has dissolved and the sauce begins to bubble and thicken, about 2-3 minutes.
  5. Combine with beef
    Return the cooked beef to the wok and toss to coat with the sauce. Continue cooking for 1-2 minutes until beef is heated through and the sauce has thickened to a glossy consistency.
  6. Finish the dish
    Drizzle with sesame oil and toss to combine. Add the blanched broccoli and stir gently to coat with sauce. Cook for an additional minute to warm the broccoli.
  7. Serve
    Transfer to a serving platter, garnish with sliced green onions, and serve immediately with steamed rice.
