  1. Marinate the beef
    In a medium bowl, combine the sliced beef with 1 tablespoon soy sauce and cornstarch. Mix well to coat the beef evenly and let it marinate for at least 15 minutes while preparing other ingredients.
  2. Prepare the sauce
    In a small bowl, combine the remaining 1 tablespoon soy sauce, black bean sauce, Shaoxing wine, chili paste, and sugar. Mix well and set aside.
  3. Sear the beef
    Heat 2 tablespoons of oil in a wok or large skillet over high heat until smoking. Add the marinated beef in a single layer and cook without stirring for 1 minute to sear. Then stir-fry for another 1-2 minutes until beef is browned but still slightly pink inside. Remove beef from wok and set aside.
  4. Cook the aromatics
    Add the remaining 1 tablespoon oil to the wok. Add garlic, ginger, and dried chili peppers, and stir-fry for 30 seconds until fragrant, being careful not to burn the garlic.
  5. Stir-fry the vegetables
    Add bell peppers and carrots to the wok. Stir-fry for 2-3 minutes until vegetables begin to soften but still maintain their crispness.
  6. Combine and finish
    Return the beef to the wok, add the prepared sauce mixture, and toss everything together. Cook for another 1-2 minutes until the sauce thickens slightly and coats all ingredients evenly.
  7. Serve
    Transfer to a serving plate, garnish with sliced green onions, and serve immediately with steamed rice.
