Marinate the beefIn a bowl, combine the sliced beef with 1 tablespoon of soy sauce, 1 tablespoon of Shaoxing wine, and 1 tablespoon of freshly ground black pepper. Toss well to coat and let marinate for at least 15 minutes while preparing other ingredients.

Prepare the sauceIn a small bowl, mix together the oyster sauce, remaining soy sauce, sugar, and remaining black pepper. Stir well and set aside.

Sear the beefHeat 2 tablespoons of oil in a wok or large skillet over high heat until smoking. Add the marinated beef in a single layer and sear for 1-2 minutes without stirring. Then flip and cook for another minute until the beef is browned but still slightly pink inside. Remove beef to a plate and set aside.

Stir-fry the vegetablesIn the same wok, add the remaining tablespoon of oil. Add the garlic and ginger, stir-frying for 30 seconds until fragrant. Add the sliced onions and bell peppers, stir-frying for 2-3 minutes until the vegetables are slightly softened but still crisp.

Combine and finishReturn the beef to the wok along with any accumulated juices. Pour in the sauce mixture and stir to combine. Cook for 1-2 minutes, then add the cornstarch slurry. Stir constantly as the sauce thickens, about 30 seconds to 1 minute.

Serve hotTransfer the black pepper beef to a serving plate. Serve immediately with steamed rice. Garnish with additional freshly ground black pepper if desired.
