  1. Prepare the beef
    In a medium bowl, toss the sliced beef with 1 tablespoon soy sauce and cornstarch mixture. Let marinate for at least 10 minutes while preparing the vegetables.
  2. Prepare the sauce
    In a small bowl, whisk together the remaining soy sauce, oyster sauce, sesame oil, and red pepper flakes (if using). Set aside.
  3. Cook the beef
    Heat 1 tablespoon of vegetable oil in a large wok or skillet over high heat. When the oil is shimmering, add the beef in a single layer and cook for 1-2 minutes without stirring. Then stir and cook for another 1-2 minutes until beef is browned but still slightly pink inside. Remove beef from wok and set aside.
  4. Stir-fry the vegetables
    Add the remaining tablespoon of oil to the wok. Add garlic and ginger and stir-fry for 30 seconds until fragrant. Add onions and stir-fry for 1 minute. Add broccoli, bell pepper, and carrots and stir-fry for 3-4 minutes until vegetables are crisp-tender.
  5. Combine and finish
    Return the beef to the wok and pour in the sauce. Stir-fry for 1-2 minutes until everything is well coated and heated through. Add the cornstarch slurry and cook until the sauce thickens, about 1 minute.
  6. Serve
    Transfer to a serving platter, garnish with sliced green onions, and serve immediately with steamed rice.
