  1. Prepare the beans
    Soak the dried black-eyed peas in water for 30 minutes. After soaking, rub them between your palms to remove the skin. Rinse thoroughly until the water runs clear.
  2. Blend the ingredients
    Place the peeled beans in a blender with the chopped red bell pepper, scotch bonnet peppers, and onion. Add 1 cup of water and blend until smooth to form a thick paste. The consistency should be slightly thicker than pancake batter.
  3. Season the mixture
    Pour the blended mixture into a large bowl. Add the vegetable oil, bouillon powder, and salt. Mix thoroughly until all ingredients are well combined. Taste and adjust seasonings if needed.
  4. Prepare wrapping
    If using banana leaves, quickly pass them over an open flame to make them pliable. Cut them into squares or rectangles large enough to wrap portions of the mixture. If using aluminum foil, cut into squares. Lightly oil the leaves or foil to prevent sticking.
  5. Add fillings and wrap
    Pour portions of the mixture onto the prepared leaves or foil. Add sliced hard-boiled eggs, sardines, or corned beef in the center of each portion if desired. Fold the leaves or foil to form a secure package, making sure there are no leaks.
  6. Prepare steamer
    Fill a large pot with about 2 inches of water. Place a steamer basket or a heat-resistant rack inside. Arrange the wrapped moin moin packages in the steamer, ensuring they don't touch the water directly.
  7. Steam the moin moin
    Cover the pot tightly and steam over medium heat for about 1 hour. Check periodically to ensure there's enough water in the pot, adding more if necessary. The moin moin is done when it's firm to the touch and a toothpick inserted comes out clean.
  8. Serve
    Allow the moin moin to cool slightly before unwrapping. Serve warm as a side dish with jollof rice, fried plantains, or as a standalone snack.
