Cook the pastaBring a large pot of salted water to a boil. Add the macaroni and cook according to package directions until al dente, about 8-10 minutes. Drain well and rinse under cold water to stop the cooking process and cool the pasta completely.

Prepare the dressingIn a large bowl, whisk together the mayonnaise, white vinegar, Dijon mustard, sugar, celery salt, and black pepper until smooth and well combined.

Combine ingredientsAdd the cooled macaroni to the dressing mixture. Add the diced red bell pepper, celery, red onion, parsley, and chopped hard-boiled eggs. Fold gently until all ingredients are evenly coated with the dressing.

Chill the saladCover the bowl with plastic wrap and refrigerate for at least 2 hours or overnight to allow the flavors to meld together. The salad will absorb some of the dressing as it sits.
