  1. Cook the pasta
    Bring a large pot of salted water to a boil. Add the macaroni and cook according to package directions until al dente, about 8-10 minutes. Drain well and rinse under cold water to stop the cooking process and cool the pasta completely.
  2. Prepare the dressing
    In a large bowl, whisk together the mayonnaise, white vinegar, Dijon mustard, sugar, celery salt, and black pepper until smooth and well combined.
  3. Combine ingredients
    Add the cooled macaroni to the dressing mixture. Add the diced red bell pepper, celery, red onion, parsley, and chopped hard-boiled eggs. Fold gently until all ingredients are evenly coated with the dressing.
  4. Chill the salad
    Cover the bowl with plastic wrap and refrigerate for at least 2 hours or overnight to allow the flavors to meld together. The salad will absorb some of the dressing as it sits.
  5. Adjust seasoning
    Before serving, taste the salad and adjust seasonings if necessary. If the salad seems a bit dry after chilling, you can add a little more mayonnaise to make it creamier.
  6. Serve
    Transfer the macaroni salad to a serving bowl and garnish with additional chopped parsley if desired. Serve chilled as a side dish for barbecues, picnics, or potlucks.
