Prepare the beef pattiesIn a large bowl, combine ground beef, Worcestershire sauce, garlic powder, onion powder, salt, and pepper. Mix gently and form into 4 equal-sized patties, about 1/2 inch thick.

Cook the beef pattiesHeat a large skillet over medium-high heat. Cook the patties for about 4-5 minutes per side until browned and cooked to your desired doneness. Remove patties and set aside, but keep the skillet with the drippings.

Make the gravyIn the same skillet, melt butter over medium heat. Whisk in flour and cook for 1-2 minutes until light brown. Gradually whisk in beef broth and soy sauce, stirring constantly to prevent lumps. Bring to a simmer and cook for 5-7 minutes until the gravy thickens. Season with salt and pepper if needed.

Cook the eggsIn a separate non-stick skillet, heat a small amount of oil or butter over medium heat. Crack eggs into the pan and cook sunny-side up for about 3-4 minutes until whites are set but yolks are still runny. For over-easy eggs, flip and cook for 30 seconds more.

Assemble the Loco MocoDivide the cooked rice among 4 plates or bowls. Place a hamburger patty on top of each rice portion. Ladle the gravy generously over the patties. Top each with a fried egg.

Garnish and serveSprinkle sliced green onions over the top. Serve immediately while hot, with additional gravy on the side if desired.
