  1. Prepare the fish
    Rinse the fish fillets under cold water and pat them dry with paper towels. Season both sides with salt and pepper. Place in the refrigerator while preparing the vegetables.
  2. Sauté the vegetables
    Heat 3 tablespoons of olive oil in a large skillet over medium heat. Add the onions and cook for 5 minutes until softened. Add the garlic and cook for another minute until fragrant. Add the bell peppers and carrots, and cook for about 7-8 minutes until vegetables begin to soften.
  3. Create the sauce
    Pour in the crushed tomatoes, white wine, lemon juice, parsley, oregano, and cinnamon. Season with salt and pepper. Stir well and simmer for 10 minutes until the sauce thickens slightly and the flavors meld together.
  4. Assemble and bake
    Preheat the oven to 375°F (190°C). Grease a baking dish with the remaining 1 tablespoon of olive oil. Spread half of the vegetable mixture on the bottom of the dish. Place the fish fillets on top, then cover with the remaining vegetable mixture.
  5. Bake the dish
    Cover the baking dish with aluminum foil and bake for 20 minutes. Remove the foil and bake for an additional 10-15 minutes until the fish is opaque and flakes easily with a fork and the top is slightly caramelized.
  6. Serve
    Let the dish rest for 5 minutes before serving. Garnish with additional fresh chopped parsley and serve hot with crusty bread to soak up the delicious sauce.
