  1. Prepare the dough
    In a large bowl, mix the flour with 1 teaspoon salt. Slowly add boiling water while stirring with chopsticks or a wooden spoon. Once the hot water is incorporated, add the cold water and stir until a shaggy dough forms. Knead for 5 minutes until smooth. Cover with a damp cloth and let rest for 30 minutes.
  2. Make the scallion oil mixture
    While the dough is resting, combine sliced scallions, remaining salt, white pepper, and sesame oil in a bowl. Mix well and set aside to allow flavors to infuse.
  3. Roll and layer the pancakes
    Divide the dough into 4 equal pieces. On a floured surface, roll each piece into a thin rectangle about 1/8 inch thick. Brush generously with the scallion oil mixture, leaving a 1/2-inch border. Roll the dough up tightly like a jelly roll, then coil it into a spiral shape. Press down slightly and let rest for 5 minutes.
  4. Roll out the pancakes
    Take each spiral and roll it out again into a circle about 7 inches in diameter and 1/4 inch thick. Be gentle to maintain the layers. If any scallions poke through, simply push them back in and dust with flour.
  5. Cook the pancakes
    Heat 1 tablespoon vegetable oil in a nonstick skillet over medium heat. Place one pancake in the pan and cook for 2-3 minutes until golden brown. Flip and cook for another 2 minutes. Transfer to a paper towel-lined plate. Repeat with remaining pancakes, adding more oil as needed.
  6. Prepare the dipping sauce
    While the pancakes are cooking, combine soy sauce, rice vinegar, and grated ginger in a small bowl. Mix well to create a flavorful dipping sauce.
  7. Serve
    Cut each pancake into quarters. Sprinkle with toasted sesame seeds if using. Serve immediately while hot and crispy with the dipping sauce on the side.
