Marinate the beefIn a medium bowl, combine the sliced beef with 1 tablespoon soy sauce and cornstarch. Toss to coat evenly and let marinate for at least 10 minutes while preparing other ingredients.

Prepare the sauceIn a small bowl, whisk together the remaining 1 tablespoon soy sauce, oyster sauce, sesame oil, rice vinegar, and brown sugar. Set aside.

Stir-fry the beefHeat 1 tablespoon of vegetable oil in a large wok or skillet over high heat until nearly smoking. Add the marinated beef in a single layer and cook without stirring for 1 minute. Then stir-fry for another 1-2 minutes until beef is browned but still slightly pink inside. Remove beef from the wok and set aside.

Cook the vegetablesAdd the remaining 1 tablespoon oil to the same wok. Add the garlic and ginger and stir-fry for 30 seconds until fragrant. Add snow peas and bell pepper, stir-frying for 2-3 minutes until vegetables are crisp-tender.

Combine and finishReturn the beef to the wok along with any accumulated juices. Add the prepared sauce and red pepper flakes if using. Stir-fry for 1-2 minutes until everything is well coated and heated through.

Garnish and serveAdd the green onions and toss briefly. Transfer to a serving platter and serve immediately with steamed rice.
