  1. Prepare the rice
    Rinse the jasmine rice thoroughly under cold water until the water runs clear. This removes excess starch and prevents the porridge from becoming too gummy.
  2. Start the porridge base
    In a large pot, bring the beef broth to a boil. Add the rinsed rice and reduce heat to a low simmer. Cover partially and cook for about 1 hour, stirring occasionally to prevent sticking, until the rice has broken down and the mixture has thickened to a porridge consistency.
  3. Prepare the beef
    While the porridge is cooking, marinate the sliced beef with 1 tablespoon of fish sauce, half of the minced garlic, and a pinch of black pepper. Let it sit for at least 15 minutes at room temperature.
  4. Sauté aromatics
    Heat vegetable oil in a skillet over medium heat. Add the sliced onion, remaining garlic, and julienned ginger. Sauté until fragrant and the onion becomes translucent, about 3-4 minutes. Add this mixture to the simmering porridge.
  5. Season the porridge
    When the rice has broken down completely, add the remaining tablespoon of fish sauce to the porridge. Adjust seasoning with salt and pepper to taste. The porridge should have a savory, slightly salty flavor.
  6. Cook the beef
    You can either: 1) Add the marinated beef directly to the hot porridge just before serving (it will cook in the residual heat), or 2) Quickly sear the beef in a hot pan for 1-2 minutes until just browned on the outside but still tender, then add to individual serving bowls.
  7. Prepare garnishes
    Arrange fresh herbs, bean sprouts, lime wedges, hoisin sauce, and sriracha on a serving plate. These will be added to individual bowls according to each person's taste preference.
  8. Serve the porridge
    Ladle the hot porridge into individual serving bowls. Top with the cooked beef, chopped cilantro, and sliced green onions. Allow each person to add their preferred garnishes, a squeeze of lime, and sauces to taste.
