  1. Prepare the chicken
    Rinse the chicken thoroughly under cold water and pat dry with paper towels. Remove any excess fat. Place the chicken in a large pot and cover with water. Bring to a boil, then reduce heat and simmer for 45 minutes until the chicken is cooked through and tender.
  2. Make the rice base
    While the chicken is cooking, heat vegetable oil in a large pot over medium heat. Add minced garlic and julienned ginger, sautéing until fragrant (about 2 minutes). Add the rinsed rice and stir to coat with oil, toasting lightly for 3-4 minutes until slightly translucent around the edges.
  3. Prepare the congee
    Add the chicken broth to the rice mixture and bring to a boil. Reduce heat to low, cover, and simmer for 30-40 minutes, stirring occasionally to prevent sticking. The rice should break down and create a thick, porridge-like consistency. Add more broth or water if needed to achieve desired thickness.
  4. Shred the chicken
    Once the chicken is cooked, remove it from the pot and let it cool slightly. Reserve 2 cups of the cooking liquid for the congee. When cool enough to handle, remove the skin and bones, then shred the meat into bite-sized pieces.
  5. Combine and season
    Add the shredded chicken and 2 cups of reserved cooking liquid to the congee. Stir in the fish sauce and white pepper. Simmer for an additional 10 minutes to allow flavors to meld. Taste and adjust seasoning as needed.
  6. Prepare garnishes
    While the congee finishes cooking, prepare all garnishes: slice green onions, chop cilantro, tear mint leaves, slice chilies (if using), and cut lime into wedges.
  7. Serve
    Ladle the hot congee into bowls. Top each serving with fresh herbs, green onions, grated ginger, fried shallots, and chilies if desired. Serve with lime wedges on the side for squeezing over the top just before eating.
