  1. Prepare the steak
    Rub the steak with 1 tablespoon of fish sauce and let it marinate at room temperature for 15 minutes. Pat dry with paper towels before cooking.
  2. Make the dressing
    In a small bowl, whisk together the remaining 2 tablespoons fish sauce, lime juice, brown sugar, sliced chilies, and minced garlic until the sugar dissolves. Taste and adjust seasonings as needed.
  3. Cook the steak
    Heat a heavy skillet or grill pan over high heat until very hot. Cook the steak for 3-4 minutes per side for medium-rare, or to desired doneness. Transfer to a cutting board and let rest for 5-10 minutes.
  4. Slice the steak
    Thinly slice the steak against the grain into 1/4-inch thick slices.
  5. Assemble the salad
    In a large bowl, combine the salad greens, cucumber, cherry tomatoes, red onion, mint leaves, and cilantro leaves.
  6. Finish and serve
    Add the sliced beef to the salad, pour the dressing over everything, and toss gently to combine. Sprinkle with toasted rice powder if using. Serve immediately while the beef is still warm.
