Prepare the wonton fillingIn a large bowl, combine ground pork, chopped scallions, minced ginger, 1 tablespoon soy sauce, sesame oil, and white pepper. Mix thoroughly until well incorporated and slightly sticky. Cover and refrigerate for 20 minutes to allow flavors to meld.

Form the wontonsPlace a wonton wrapper on a clean work surface. Add 1 teaspoon of the pork filling to the center. Moisten the edges with water, then fold into a triangle, pressing firmly to seal. Bring the two bottom corners together and press to seal, forming a small purse shape. Repeat with remaining wrappers and filling.

Prepare the spicy sauceIn a medium bowl, combine the Sichuan chili oil, 2 tablespoons soy sauce, black vinegar, ground Sichuan peppercorns, and chopped garlic. Mix well and set aside to allow flavors to develop while cooking the wontons.

Cook the wontonsBring a large pot of water to a boil. Carefully add the wontons in batches, stirring gently to prevent sticking. Cook until they float to the surface and the filling is cooked through, about 3-4 minutes. Remove with a slotted spoon and divide among serving bowls.

Heat the brothWhile the wontons are cooking, bring the chicken broth to a simmer in a separate pot. Season with salt to taste if needed.
