Prepare the doughIn a large bowl, mix flour with warm water until it forms a shaggy dough. Knead for 5-7 minutes until smooth and elastic. Cover with a damp cloth and let rest for 30 minutes.

Make the fillingIn a separate bowl, combine ground pork, chopped cabbage, green onions, garlic, ginger, soy sauce, sesame oil, rice wine, white pepper, and salt. Mix well until all ingredients are thoroughly incorporated. Cover and refrigerate for 20 minutes to allow flavors to meld.

Roll the doughDivide the dough into four equal portions. On a floured surface, roll each portion into a long rope about 1 inch in diameter. Cut each rope into 6 pieces. Roll each piece into a 3-inch circle, making the edges thinner than the center.

Fill the dumplingsPlace about 1 tablespoon of filling in the center of each dough circle. Fold the dough over the filling to create a half-moon shape. Pinch the edges together, then create pleats along the sealed edge for a traditional look. Ensure dumplings are completely sealed to prevent filling from leaking during steaming.

Prepare for steamingLine a bamboo steamer or steaming basket with parchment paper or cabbage leaves to prevent sticking. Arrange dumplings in the steamer, leaving about 1 inch between each to allow for expansion. Work in batches if necessary.

Steam the dumplingsFill a wok or large pot with water, ensuring the water level is below where the steamer will sit. Bring water to a boil, then place the steamer over the boiling water. Cover and steam for 10-12 minutes until the dumpling wrappers are translucent and the filling is cooked through.

Prepare dipping sauceWhile dumplings are steaming, combine soy sauce, rice vinegar, sesame oil, and chili oil in a small bowl. Stir well to mix all ingredients thoroughly.

ServeTransfer steamed dumplings to a serving plate. Serve immediately with the dipping sauce on the side. Garnish with additional chopped green onions if desired.
