Prepare the fillingIn a large bowl, combine ground pork, chopped scallions, minced ginger, light soy sauce, Shaoxing wine, white pepper, and sesame oil. Mix thoroughly until the mixture becomes sticky and well-combined, about 5 minutes of stirring in one direction.

Fill the wontonsPlace a wonton wrapper on a clean work surface. Add 1 teaspoon of the pork filling to the center. Moisten the edges with water using your fingertip. Fold the wrapper diagonally to form a triangle, pressing out any air pockets and sealing the edges firmly. Bring the two opposite corners together and press to seal, forming a wonton shape.

Prepare the sauceIn a serving bowl, combine chili oil with sediment, light soy sauce, black vinegar, minced garlic, half of the toasted sesame seeds, and sugar. Mix well and set aside to allow flavors to meld while cooking the wontons.

Cook the wontonsBring a large pot of water to a boil. Gently add the wontons in batches (about 12 at a time), stirring carefully to prevent sticking. When water returns to a boil, add 1/2 cup of cold water. When it returns to a boil again, add another 1/2 cup of cold water. Once the water boils a third time, the wontons should be floating and cooked through (about 4-5 minutes total).

Serve the dishUsing a slotted spoon, transfer the cooked wontons to the bowl with the prepared sauce. Gently toss to coat the wontons evenly with the chili oil sauce. Sprinkle with remaining sesame seeds and additional chopped scallions if desired. Serve immediately while hot.
