  1. Cook the soba noodles
    Bring a large pot of water to a boil. Add the soba noodles and cook according to package instructions, usually 4-5 minutes until al dente. Drain and rinse immediately under cold running water to stop the cooking process and remove excess starch.
  2. Prepare the dressing
    In a small bowl, whisk together the sesame oil, rice vinegar, soy sauce, honey, grated ginger, and minced garlic until well combined and the honey is fully dissolved.
  3. Toss the noodles
    Place the cooled soba noodles in a large bowl and pour about three-quarters of the dressing over them. Toss gently to coat the noodles evenly with the dressing.
  4. Add the vegetables
    Add the julienned carrot, cucumber, sliced red bell pepper, and half of the green onions to the noodles. Toss gently to combine all ingredients evenly.
  5. Finish and serve
    Drizzle the remaining dressing over the noodle salad. Sprinkle with toasted sesame seeds, remaining green onions, and cilantro if using. Serve chilled or at room temperature.
