Prepare the fillingIn a large bowl, combine ground pork, chopped cabbage, green onions, garlic, and ginger. Add soy sauce, sesame oil, rice vinegar, and white pepper. Mix thoroughly until all ingredients are well incorporated. Cover and refrigerate for 15 minutes to allow flavors to meld.

Form the dumplingsPlace a gyoza wrapper on your palm or flat surface. Add about 1 tablespoon of filling to the center. Moisten the edge of the wrapper with water using your fingertip. Fold the wrapper in half over the filling to create a half-moon shape. Pinch the center of the edge to seal, then create pleats along the edge, pressing firmly to seal completely.

Arrange the gyozaPlace formed gyoza on a tray lined with parchment paper, making sure they don't touch each other to prevent sticking. Cover with a damp kitchen towel to keep them from drying out while you form the remaining dumplings.

Cook the gyozaHeat vegetable oil in a large non-stick skillet over medium-high heat. Place gyoza in the pan in a single layer, flat side down. Cook until the bottoms are golden brown, about 2-3 minutes. Don't move them during this stage to ensure crispy bottoms.

Steam to finishAdd ¼ cup of water to the pan and immediately cover with a tight-fitting lid. Reduce heat to medium and let the gyoza steam for about 5 minutes or until the water has evaporated and the filling is cooked through. The wrappers should appear translucent.

Prepare dipping sauceWhile the gyoza are cooking, mix soy sauce, rice vinegar, and chili oil (if using) in a small bowl. Stir well to combine and set aside for serving.

ServeOnce the gyoza are fully cooked and the water has evaporated, remove the lid and cook for an additional 1-2 minutes to re-crisp the bottoms. Transfer to a serving plate, crispy side up, and serve hot with the dipping sauce.
