  1. Prepare the noodles
    Bring a large pot of water to a boil. Cook the noodles according to package instructions until al dente. Drain well and divide among 4 serving bowls.
  2. Make the chili oil
    In a small heatproof bowl, combine the minced garlic and chili flakes. Heat the neutral oil in a small saucepan until shimmering hot (about 350°F/180°C). Carefully pour the hot oil over the garlic and chili flakes. The mixture will sizzle immediately, releasing a fragrant aroma.
  3. Prepare the sauce
    In a separate bowl, whisk together the soy sauce, black vinegar, sesame oil, sugar, and ground Sichuan peppercorns (if using) until the sugar dissolves completely.
  4. Combine and serve
    Pour the sauce over each bowl of noodles. Top with the garlic chili oil mixture, dividing it equally among the bowls. Garnish with sliced green onions, cilantro, and toasted sesame seeds. Toss everything together thoroughly just before eating to coat the noodles evenly with the spicy, aromatic oil.
  5. Adjust seasoning
    Taste and adjust the seasoning if needed, adding more soy sauce for saltiness, vinegar for tanginess, or chili oil for heat according to your preference.
