Prepare the scallionsWash and dry the scallions thoroughly. Separate the white and green parts, then slice both thinly. Reserve some green parts for garnish.

Make the scallion oilHeat the vegetable oil in a small saucepan over medium heat until shimmering. Add the white parts of the scallions, garlic, and ginger. Cook for 1-2 minutes until fragrant but not browned. Add the green parts (except those reserved for garnish) and cook for another 30 seconds. Remove from heat and let cool slightly.

Prepare the sauceIn a bowl, mix together light soy sauce, dark soy sauce, oyster sauce, sugar, Shaoxing wine, sesame oil, and white pepper if using. Stir until sugar is dissolved.

Cook the noodlesBring a large pot of water to boil. Cook the noodles according to package instructions until al dente. Fresh noodles will take 2-3 minutes, while dried noodles may take 5-7 minutes. Drain well and rinse briefly with cold water to stop the cooking process.

Combine and serveTransfer the noodles to a large mixing bowl. Pour the scallion oil and sauce over the noodles. Toss thoroughly to coat each strand. Divide among serving bowls and garnish with the reserved scallion greens.
