  1. Prepare the vegetables
    Heat olive oil in a large skillet over medium heat. Add the diced onions and bell peppers, cooking until softened, about 5 minutes. Add the minced garlic and cook for another minute until fragrant.
  2. Brown the meat
    Add the ground beef to the skillet, breaking it up with a wooden spoon. Cook until browned and no longer pink, about 8-10 minutes. Drain excess fat if necessary.
  3. Add seasonings and tomatoes
    Stir in the cumin, oregano, cinnamon, salt, and pepper. Add the diced tomatoes and bay leaves, mixing well to combine all the flavors. Reduce heat to medium-low and simmer for 10 minutes to allow the flavors to meld.
  4. Incorporate olives and raisins
    Add the sliced green olives, capers, and raisins to the meat mixture. Stir well to distribute evenly throughout the picadillo. The contrast between the briny olives and sweet raisins is a signature element of this dish.
  5. Simmer and finish
    Continue to simmer the mixture for about 5-7 minutes more, until slightly thickened and the flavors have fully developed. Remove bay leaves before serving. Taste and adjust seasoning if needed.
