  1. Brown the beef
    Season beef chunks with salt and pepper. In a large Dutch oven or heavy pot, heat 1 tablespoon of olive oil over medium-high heat. Add beef in batches (do not overcrowd) and brown on all sides, about 3-4 minutes per batch. Transfer browned beef to a plate and set aside.
  2. Sauté the aromatics
    In the same pot, add remaining tablespoon of olive oil. Add onions, carrots, and celery, cooking until softened, about 5 minutes. Add garlic and cook for an additional 30 seconds until fragrant, being careful not to burn it.
  3. Combine and bring to a boil
    Return the browned beef to the pot. Add potatoes, green beans, diced tomatoes with their juice, beef broth, bay leaves, thyme, and rosemary. Stir to combine. Bring to a boil, then reduce heat to low.
  4. Simmer until tender
    Cover the pot and simmer for about 1 hour, or until the beef is tender. Stir occasionally and skim off any foam that rises to the surface.
  5. Check seasoning and vegetables
    After an hour, check that the potatoes and other vegetables are tender. If not, continue cooking until they reach desired tenderness. Taste and adjust seasoning with additional salt and pepper as needed.
  6. Serve and garnish
    Remove bay leaves. Ladle the hot soup into bowls and garnish with freshly chopped parsley. Serve with crusty bread on the side if desired.
