  1. Prepare the pan
    Line an 8-inch square baking pan with parchment paper and lightly grease with a neutral oil. Ensure the parchment extends up the sides for easy removal later.
  2. Make the sugar syrup
    In a heavy saucepan, combine the sugar, 1 1/2 cups of water, and lemon juice. Heat over medium heat, stirring until the sugar dissolves. Once dissolved, stop stirring and bring to a boil. Reduce heat and simmer for 25 minutes until the syrup reaches 240°F (115°C) on a candy thermometer.
  3. Prepare the cornstarch mixture
    While the syrup is cooking, in another large saucepan, mix the cornstarch and cream of tartar with the remaining 3 cups of water. Whisk until completely smooth and no lumps remain.
  4. Combine and cook
    Cook the cornstarch mixture over medium heat, stirring constantly until it becomes thick and glossy. Slowly pour the hot sugar syrup into the cornstarch mixture in a thin stream, whisking continuously to prevent lumps. Lower the heat and simmer for about 1 hour, stirring frequently to prevent sticking. The mixture is ready when it turns a pale golden color and is very thick.
  5. Add flavorings
    Remove from heat and stir in the rose water, chopped pistachios, and food coloring if using. Mix thoroughly to ensure even distribution of the pistachios and coloring.
  6. Set the Turkish delight
    Pour the mixture into the prepared pan and smooth the top with a spatula. Allow to cool at room temperature, then cover and let set for at least 8 hours or overnight.
  7. Cut and coat
    Mix the powdered sugar and 1/4 cup cornstarch in a shallow dish. Turn out the set Turkish delight onto a cutting board dusted with the sugar-cornstarch mixture. Using a sharp knife lightly oiled with vegetable oil, cut into 1-inch squares. Roll each piece in the sugar-cornstarch mixture to coat all sides.
  8. Store properly
    Store the Turkish delight in an airtight container, with wax paper between layers to prevent sticking, at room temperature for up to 2 weeks. For best results, dust with additional sugar-cornstarch mixture if the pieces become sticky.
