  1. Brew the tea
    Place the Thai tea leaves or tea bags in a heat-proof container. Pour boiling water over the tea and let steep for 5 minutes. Strain the leaves or remove the tea bags and allow the tea to cool completely (about 30 minutes, or speed up the process by refrigerating).
  2. Prepare the base mixture
    In a blender, combine the cooled tea, sweetened condensed milk, granulated sugar, vanilla extract, ground cardamom, and star anise if using. Blend on low speed until sugar is dissolved and spices are well incorporated.
  3. Add remaining ingredients
    Add the evaporated milk and ice cubes to the blender. Blend on high speed until the mixture is smooth and has a thick, smoothie-like consistency. You may need to stop and scrape down the sides of the blender once or twice.
  4. Adjust consistency
    If the smoothie is too thick, add a splash more evaporated milk or a little cold water. If it's too thin, add more ice and blend again until you reach your desired consistency.
  5. Serve and garnish
    Pour the smoothie into tall glasses. Top with whipped cream if desired and garnish with fresh mint leaves. Serve immediately with a straw and spoon.
