  1. Prepare the sauce
    In a small bowl, combine the oyster sauce, fish sauce, soy sauce, and brown sugar. Mix well until the sugar dissolves and set aside.
  2. Heat the wok
    Heat a wok or large skillet over high heat. Add the vegetable oil and swirl to coat the cooking surface.
  3. Sauté aromatics
    Add the minced garlic and chopped chilies to the hot oil. Stir-fry for about 30 seconds until fragrant, being careful not to burn the garlic.
  4. Cook the beef
    Add the ground beef to the wok and break it apart with a spatula. Cook for 4-5 minutes until the beef is no longer pink and begins to brown.
  5. Add vegetables
    Add the sliced onions and red bell peppers to the wok. Stir-fry for 2 minutes until the vegetables begin to soften but still maintain some crunch.
  6. Add sauce and basil
    Pour in the prepared sauce and stir to coat all ingredients. Cook for 1 minute, then turn off the heat and add the basil leaves. Stir quickly until the basil is just wilted.
  7. Assemble the bowls
    Divide the cooked jasmine rice among four bowls. Top each with a portion of the basil beef mixture. If using, place a fried egg on top of each bowl.
