  1. Prepare the cheese mixture
    In a medium bowl, combine the softened cream cheese, chopped chives, Dijon mustard, lemon juice, black pepper, and garlic powder. Mix until smooth and well incorporated.
  2. Lay out the prosciutto
    Place the prosciutto slices on a clean work surface, slightly overlapping if necessary. Pat them dry with paper towels if they're too moist.
  3. Assemble the rolls
    Spread a thin layer of the cream cheese mixture over each prosciutto slice. Place a slice of Gruyère on top, followed by a few arugula leaves. Drizzle a small amount of olive oil over the arugula.
  4. Roll and chill
    Carefully roll each prosciutto slice starting from the short end to create a tight cylinder. Place the rolls seam-side down on a plate and refrigerate for at least 15 minutes to firm up.
  5. Slice and serve
    Using a sharp knife, cut each roll into 1-inch pieces. Arrange on a serving platter with additional arugula as garnish if desired. Serve chilled.
