  1. Prepare the oats
    In a large pot, bring the water or beef broth to a boil. Add the steel-cut oats, reduce heat to low, and simmer for about 20 minutes, stirring occasionally until the oats have absorbed some of the liquid but are still firm.
  2. Cook the aromatics
    In a large skillet over medium heat, sauté the diced onions until translucent, about 5-7 minutes. Add the minced garlic and cook for another minute until fragrant. Remove from heat and set aside.
  3. Combine ingredients
    To the pot with the oats, add the ground pork, ground beef, sautéed onions and garlic, bay leaves, salt, pepper, sage, thyme, allspice, and cloves. Mix thoroughly until all ingredients are well combined.
  4. Slow cook the mixture
    Bring the mixture to a simmer, then reduce heat to low. Cover and cook for about 2 hours, stirring occasionally to prevent sticking. The mixture should become thick and the meat fully cooked. Remove bay leaves when done.
  5. Form the loaves
    Line two 9x5-inch loaf pans with plastic wrap, allowing excess to hang over the sides. Divide the mixture evenly between the pans, pressing down firmly to compact. Fold the excess plastic wrap over the top and refrigerate overnight or for at least 4 hours until firm.
  6. Slice and fry
    Once chilled and firm, remove the goetta from the pans using the plastic wrap. Slice into 1/2-inch thick slices. Heat vegetable oil in a large skillet over medium heat. Fry the slices until golden brown and crispy on both sides, about 3-4 minutes per side.
