  1. Prepare the chicken
    Season chicken pieces with salt and pepper. In a large pot or Dutch oven, heat vegetable oil over medium-high heat. Brown the chicken pieces on all sides, working in batches if necessary, about 5-7 minutes per batch. Remove chicken and set aside.
  2. Sauté aromatics
    In the same pot, add onions and garlic. Sauté until onions are translucent and garlic is fragrant, about 3-4 minutes. Scrape up any browned bits from the bottom of the pot.
  3. Add vegetables and liquids
    Return chicken to the pot. Add potatoes, carrots, tomato sauce, chicken broth, fish sauce, bay leaves, and sugar. Stir well to combine all ingredients. Bring to a boil, then reduce heat to low. Cover and simmer for 25 minutes, or until chicken is cooked through and potatoes are tender.
  4. Incorporate bell peppers
    Add the red and green bell peppers to the pot. Continue to simmer for another 5-7 minutes until peppers are slightly tender but still have some crispness.
  5. Finish the dish
    Add frozen green peas and cook for an additional 3-5 minutes until peas are heated through. Taste and adjust seasoning with salt and pepper if needed. Remove bay leaves before serving.
  6. Serve
    Serve hot with steamed white rice. Garnish with fresh chopped parsley if desired. The stew should have a rich tomato sauce that's perfect for spooning over rice.
