Prepare the cabbagePlace the chopped Napa cabbage in a colander, sprinkle with 1/2 teaspoon salt, and let it sit for 10 minutes. Squeeze out excess moisture using your hands or a clean kitchen towel.

Mix the fillingIn a large bowl, combine the drained cabbage with mushrooms, carrots, green onions, garlic, and ginger. Add soy sauce, sesame oil, rice vinegar, and white pepper. Mix thoroughly until all ingredients are well incorporated.

Form the dumplingsPlace a dumpling wrapper on a clean work surface. Spoon about 1 tablespoon of filling into the center. Dip your finger in water and run it along the edge of the wrapper. Fold the wrapper in half to form a half-moon shape, pressing the edges firmly to seal. For a pleated edge, make 4-6 small folds along the sealed edge.

Arrange for steamingLine a bamboo steamer or steamer basket with parchment paper or cabbage leaves to prevent sticking. Arrange the dumplings in a single layer, leaving about 1/2 inch between each dumpling to prevent them from sticking together.

Steam the dumplingsFill a wide pot with about 2 inches of water and bring to a simmer. Place the steamer over the pot, ensuring the water doesn't touch the bottom of the steamer. Cover and steam for 10-12 minutes, until the dumpling wrappers become translucent and the filling is hot.

Prepare dipping sauceWhile the dumplings are steaming, mix 3 tablespoons soy sauce, 1 tablespoon rice vinegar, 1 teaspoon sesame oil, and a pinch of red pepper flakes (optional) in a small bowl.

ServeCarefully transfer the steamed dumplings to a serving plate. Serve immediately with the dipping sauce on the side. Garnish with additional sliced green onions if desired.
