  1. Prepare the filling
    In a mixing bowl, combine ground pork, minced ginger, minced garlic, half of the chopped green onions, soy sauce, sesame oil, and white pepper. Mix thoroughly until well incorporated and slightly sticky.
  2. Form the wontons
    Place a wonton wrapper on a clean work surface. Add about 1 teaspoon of the pork filling to the center. Wet the edges of the wrapper with water, fold in half to form a triangle, and press to seal. Bring the two opposite corners together and press to seal, forming a wonton shape. Repeat with remaining wrappers and filling.
  3. Cook the wontons
    Bring a large pot of water to a boil. Gently add the wontons, working in batches if necessary to avoid overcrowding. Cook for about 3-4 minutes until they float to the surface and the filling is cooked through. Remove with a slotted spoon.
  4. Prepare the red oil sauce
    While the wontons are cooking, prepare the sauce by combining the Sichuan chili oil, black vinegar, crushed Sichuan peppercorns, light soy sauce, and sugar in a bowl. Mix well until the sugar dissolves.
  5. Serve the dish
    Divide the cooked wontons among serving bowls. Generously spoon the red oil sauce over the wontons. Garnish with the remaining green onions and fresh cilantro leaves.
