  1. Marinate the lamb
    In a medium bowl, combine the sliced lamb with Shaoxing wine, soy sauce, cornstarch, and 1 tablespoon of ground cumin. Mix well to coat evenly and let marinate for at least 15 minutes at room temperature.
  2. Prepare the spice mixture
    In a small bowl, combine the remaining 2 tablespoons of ground cumin and the ground Sichuan peppercorns. Set aside for later use.
  3. Stir-fry the aromatics
    Heat a wok or large skillet over high heat until smoking. Add the vegetable oil, dried chilies, minced garlic, and ginger. Stir-fry for 30 seconds until fragrant but not burnt.
  4. Cook the lamb
    Add the marinated lamb to the wok, spreading it out in a single layer. Allow it to sear for 1 minute without stirring, then stir-fry for another 2-3 minutes until the lamb is nearly cooked through and has a nice sear.
  5. Add vegetables
    Add the sliced onion and red bell pepper to the wok. Stir-fry for 2-3 minutes until the vegetables are slightly softened but still crisp.
  6. Season with spices
    Sprinkle the prepared cumin and Sichuan peppercorn mixture over the lamb and vegetables. Drizzle with chili oil and toss everything together to coat evenly, cooking for another minute to toast the spices.
  7. Finish and garnish
    Turn off the heat and add the sliced scallions, tossing quickly to incorporate. Transfer to a serving plate and garnish with fresh cilantro leaves.
