  1. Prepare the sardines
    Rinse the sardine fillets under cold water, pat dry with paper towels, and cut into 1-inch pieces. If using whole sardines, carefully remove the head, spine, and any small bones.
  2. Toast the breadcrumbs
    Heat 1 tablespoon of olive oil in a small pan over medium heat. Add the breadcrumbs and toast until golden brown, stirring constantly to prevent burning. Transfer to a plate and set aside.
  3. Sauté the base ingredients
    In a large skillet, heat 3 tablespoons of olive oil over medium heat. Add the chopped onion and sauté until soft and translucent, about 5 minutes. Add the fennel and continue cooking for another 5 minutes until it begins to soften.
  4. Add the flavorings
    Add the anchovy fillets to the skillet and stir until they dissolve. Stir in the tomato paste and saffron water, then add the pine nuts and raisins. Mix well to combine all ingredients.
  5. Cook the sardines
    Add the sardine pieces to the skillet. Cook gently for about 5 minutes, breaking them up slightly with a wooden spoon but keeping some pieces intact. Season with salt and pepper to taste.
  6. Cook the pasta
    Meanwhile, bring a large pot of salted water to a boil. Cook the pasta until al dente, according to package instructions. Reserve 1 cup of pasta cooking water before draining.
  7. Combine and finish the dish
    Add the drained pasta to the skillet with the sardine mixture. Toss well to combine, adding some of the reserved pasta water as needed to create a silky sauce that coats the pasta. Cook together for 1-2 minutes.
  8. Serve
    Transfer the pasta to serving plates. Sprinkle with the toasted breadcrumbs and garnish with reserved fennel fronds. Serve immediately while hot.
