  1. Prepare the shrimp filling
    In a large bowl, combine the chopped shrimp, minced bamboo shoots, grated ginger, sesame oil, rice wine, oyster sauce, sugar, and white pepper. Mix well and refrigerate for 30 minutes to allow flavors to meld.
  2. Make the dough
    In a heat-resistant bowl, mix wheat starch, tapioca starch, and salt. Slowly pour in boiling water while stirring rapidly with chopsticks or a wooden spoon. When the mixture begins to come together, add vegetable oil and continue stirring. When cool enough to handle, knead until smooth and elastic, about 5 minutes. Cover with a damp cloth to prevent drying.
  3. Form the dumplings
    Divide the dough into 24 equal pieces. On a surface lightly dusted with wheat starch, roll each piece into a 3-inch circle, making the edges thinner than the center. Place about 1 tablespoon of filling in the center of each wrapper. Pleat the edges to form a half-moon shape with at least 10 pleats, leaving the center of the filling exposed.
  4. Set up the steamer
    Line a bamboo steamer with parchment paper or cabbage leaves. Arrange the dumplings in the steamer with at least 1 inch between them, as they will expand during cooking. Work in batches if needed to avoid overcrowding.
  5. Steam the dumplings
    Bring water to a boil in a wok or pot that fits your steamer. Place the steamer over the boiling water, ensuring the water doesn't touch the dumplings. Cover and steam for 5-7 minutes until the wrapper becomes translucent and the shrimp filling turns pink and is cooked through.
  6. Serve
    Carefully remove the dumplings from the steamer and serve immediately with soy sauce, black vinegar, or chili oil for dipping. The dumplings should have a slightly chewy, translucent wrapper and a juicy, flavorful filling.
