  1. Cook the Black-Eyed Peas
    If using dried black-eyed peas, rinse them thoroughly, then place in a large pot with enough water to cover by 2 inches. Bring to a boil, then reduce heat and simmer for about 30-40 minutes until tender but not mushy. Drain and allow to cool completely. If using canned peas, simply drain and rinse them well.
  2. Prepare the Vegetables
    Dice the red and green bell peppers, red onion, and tomatoes into small, uniform pieces (about 1/4 inch). Finely chop the parsley and mint. Seed and mince the scotch bonnet or habanero peppers, being careful not to touch your face or eyes during handling.
  3. Make the Dressing
    In a small bowl, whisk together the lime juice, olive oil, Dijon mustard, minced garlic, ground cumin, salt, and black pepper until well combined and emulsified.
  4. Combine the Salad
    In a large mixing bowl, combine the cooled black-eyed peas with the diced bell peppers, red onion, tomatoes, chopped herbs, and minced hot peppers.
  5. Dress and Season
    Pour the dressing over the salad ingredients and gently toss to coat everything evenly. Taste and adjust the seasoning with additional salt, pepper, or lime juice as needed.
  6. Chill and Serve
    Cover the salad and refrigerate for at least 1 hour to allow the flavors to meld together. The salad can be made up to 24 hours in advance. Stir gently before serving cold or at room temperature.
