  1. Make the caramel base
    In a medium saucepan over medium heat, combine sugar and water. Without stirring, allow the mixture to cook until it turns amber in color, about 5-7 minutes. Watch carefully to prevent burning.
  2. Complete the caramel sauce
    Once amber in color, remove from heat and carefully add butter (it will bubble vigorously). Stir until completely melted. Slowly add heavy cream while continuing to stir. Add 1/2 teaspoon of sea salt and vanilla extract, stirring until smooth. Set aside.
  3. Prepare the hot chocolate
    In a separate saucepan, heat milk over medium heat until it begins to steam but not boil. Whisk in chopped chocolate and cocoa powder until completely melted and smooth.
  4. Combine caramel and chocolate
    Pour the caramel sauce into the hot chocolate mixture, reserving about 2 tablespoons for garnish. Add the remaining 1/2 teaspoon of sea salt and whisk until well combined. Continue to heat for 1-2 minutes until hot throughout.
  5. Serve and garnish
    Pour the hot chocolate into mugs. Top with whipped cream, a drizzle of reserved caramel sauce, and a light sprinkle of sea salt. Serve immediately while hot.
