  1. Prepare the chilies
    Wearing gloves, cut the chilies in half lengthwise and remove the seeds if you want a milder sauce. For a hotter sauce, leave some or all of the seeds in. Roughly chop the chilies.
  2. Blend the ingredients
    In a food processor or blender, combine the chilies, garlic, bell pepper, red onion, lemon juice, red wine vinegar, smoked paprika, oregano, salt, black pepper, and cumin. Pulse until you have a coarse paste.
  3. Add the oil
    With the blender running on low speed, slowly drizzle in the olive oil until the mixture is smooth and well combined. The texture should be similar to a thick hot sauce.
  4. Cook the sauce
    Transfer the mixture to a small saucepan. Add the bay leaf if using. Bring to a gentle simmer over medium-low heat and cook for about 10 minutes, stirring occasionally. This helps meld the flavors and slightly thickens the sauce.
  5. Cool and store
    Remove from heat and let cool completely. Remove the bay leaf. Transfer to sterilized glass bottles or jars. The sauce will keep in the refrigerator for up to 2 weeks, and the flavor will continue to develop over time.
