  1. Prepare the base
    Heat olive oil in a large pot over medium heat. Add the chopped onion, garlic, celery, and fennel, and cook until softened, about 5-6 minutes, stirring occasionally.
  2. Create the broth
    Pour in the white wine and let it simmer until reduced by half, about 3 minutes. Add the crushed tomatoes, fish stock, oregano, bay leaf, and red pepper flakes. Bring to a gentle boil, then reduce heat and simmer uncovered for 20 minutes to allow flavors to meld.
  3. Cook the firm fish
    Add the white fish chunks to the simmering broth. Cover and cook for about 3 minutes, until the fish begins to turn opaque but isn't fully cooked yet.
  4. Add the shellfish
    Gently place the shrimp and mussels into the broth. Cover and cook for an additional 4-5 minutes, until the shrimp turns pink, the fish is cooked through, and the mussels have opened. Discard any mussels that remain closed.
  5. Season and serve
    Taste the broth and adjust seasoning with salt and pepper as needed. Remove the bay leaf. Sprinkle with fresh parsley just before serving. Serve hot in bowls with crusty bread on the side for dipping.
