Prepare the dry ingredientsIn a large mixing bowl, combine the flour, granulated sugar, salt, baking powder, nutmeg, and cinnamon (if using). Mix thoroughly to ensure all dry ingredients are well incorporated.

Add the wet ingredientsCreate a well in the center of the dry ingredients. Add the softened butter, beaten eggs, evaporated milk, and vanilla extract. Mix everything together until it forms a firm dough. If the dough is too sticky, add a little more flour. If it's too dry, add a small amount of milk.

Knead and rest the doughTurn the dough onto a lightly floured surface and knead for about 5-7 minutes until smooth and elastic. Cover with a damp cloth or plastic wrap and let it rest for 15 minutes. This allows the gluten to relax, making the dough easier to roll.

Roll and cut the doughOn a floured surface, roll the dough out to about 1/4 inch thickness. Using a sharp knife or a pizza cutter, cut the dough into small squares, rectangles, or diamond shapes, approximately 1 inch in size. You can also make small strips if preferred.

Heat the oilIn a large, deep pot or fryer, heat the vegetable oil to 350°F (175°C). To test if the oil is ready, drop a small piece of dough into it – if it rises to the surface immediately and starts to bubble, the oil is ready.

Fry the Chin ChinWorking in batches to avoid overcrowding, carefully add the cut dough pieces to the hot oil. Fry until they turn golden brown, about 3-5 minutes, stirring occasionally to ensure even cooking. The chin chin should be crispy on the outside but slightly soft on the inside.

Drain and coolUsing a slotted spoon, remove the fried chin chin and transfer to a plate lined with paper towels to absorb excess oil. Allow them to cool completely, during which time they will become crispier.

Serve or storeOnce cooled, dust with powdered sugar if desired. Serve immediately or store in an airtight container at room temperature for up to 2 weeks. Chin chin makes a perfect snack for parties, gatherings, or everyday enjoyment.
