  1. Prepare the vegetables
    Heat the olive oil in a large skillet over medium heat. Add the diced onions and bell peppers, cooking until softened, about 5 minutes. Add the minced garlic and cook for another 30 seconds until fragrant.
  2. Brown the meat
    Add the ground beef to the skillet, breaking it up with a wooden spoon. Cook until browned and no pink remains, about 7-8 minutes. Drain excess fat if necessary, leaving about 1 tablespoon in the pan for flavor.
  3. Add seasonings
    Stir in the cumin, oregano, cinnamon, salt, and black pepper. Mix well to combine and toast the spices slightly, about 1 minute.
  4. Simmer with tomato sauce
    Pour in the tomato sauce and add the bay leaves. Reduce heat to low and simmer for 10 minutes, allowing the flavors to meld together.
  5. Add olives and raisins
    Stir in the green olives, raisins, and capers. Continue to simmer for an additional 10 minutes. The raisins will plump up and the sauce will thicken slightly.
  6. Final adjustments
    Taste and adjust seasonings as needed. Remove the bay leaves before serving. The final texture should be moist but not soupy.
