Prepare the chickenRinse the chicken pieces under cold water and pat dry with paper towels. Trim any excess fat. Place the chicken in a large shallow dish that will fit in your steamer.

Season the chickenIn a small bowl, mix together the Shaoxing wine, soy sauce, sesame oil, sugar, white pepper, and salt. Pour this mixture over the chicken pieces, turning to coat evenly. Let marinate for 10 minutes.

Arrange aromaticsScatter half of the julienned ginger, minced garlic, and scallion pieces underneath and on top of the chicken pieces. This will infuse the chicken with flavor as it steams.

Steam the chickenSet up a steamer with water in the bottom pot. Place the dish with chicken in the steamer, cover with a lid, and steam over medium-high heat for 20-25 minutes, until the chicken is cooked through and the juices run clear when pierced with a knife.

Prepare the sauceWhile the chicken is steaming, heat the vegetable oil in a small pan until hot but not smoking. Set aside.

Finish the dishWhen the chicken is done, carefully remove from the steamer. Discard the cooked ginger and scallions. Arrange the chicken on a serving platter and scatter the remaining fresh ginger and scallions on top.

Add the finishing touchDrizzle the hot oil over the fresh ginger and scallions to release their aromatic flavors. Pour any accumulated juices from the steaming dish over the chicken. Serve immediately with steamed rice.
