  1. Soak the rice
    In a large bowl, soak the rinsed rice in water for at least 2 hours or overnight. Drain thoroughly before cooking.
  2. Prepare the spiced coconut milk
    In a large, heavy-bottomed pot, combine the coconut milk, water, evaporated milk, brown sugar, salt, cinnamon stick, and cloves. Bring to a gentle simmer over medium heat, stirring occasionally until sugar dissolves completely, about 5 minutes.
  3. Cook the rice
    Add the drained rice to the simmering coconut milk mixture. Reduce heat to low, cover, and cook for 20-25 minutes, stirring occasionally to prevent sticking, until rice is tender and has absorbed most of the liquid.
  4. Add remaining ingredients
    Remove the cinnamon stick and cloves. Stir in the vanilla extract, raisins, ground cinnamon, and ground ginger. Continue cooking uncovered for another 10 minutes, stirring frequently until the mixture reaches a creamy, pudding-like consistency.
  5. Rest and serve
    Remove from heat and let stand for 10 minutes to thicken further. Spoon into serving dishes and dust with additional ground cinnamon. Serve warm or refrigerate and serve chilled.
