  1. Prepare the rice and broth
    In a large pot, combine the rinsed rice and chicken broth. Bring to a boil over high heat, then reduce heat to maintain a gentle simmer.
  2. Add the chicken and aromatics
    Add the chicken thighs, ginger, garlic, soy sauce, and white pepper to the pot. Cover partially with a lid and simmer for about 30 minutes, stirring occasionally to prevent the rice from sticking to the bottom.
  3. Shred the chicken
    After 30 minutes, remove the chicken thighs from the pot. When cool enough to handle, shred the meat with two forks, discarding the bones. Return the shredded chicken to the pot.
  4. Continue cooking the congee
    Continue to simmer the congee for another 30-45 minutes, stirring frequently, until it reaches your desired thickness. Add more broth or water if it becomes too thick. The rice grains should break down significantly, creating a porridge-like consistency.
  5. Season and finish
    Season with salt to taste and stir in the sesame oil. The congee should be creamy and smooth with visible pieces of chicken and ginger throughout.
  6. Serve and garnish
    Ladle the hot congee into bowls. Top each serving with sliced green onions, cilantro, additional fresh ginger julienne, and crispy fried shallots if using. Serve immediately while hot.
